Copilot Studio licensing explained: credits, capacity packs and Microsoft 365 Copilot

How agents are billed, what Microsoft 365 Copilot users get, and how to budget a pilot.

Usage-based billing

Copilot Studio agents consume capacity per interaction — Microsoft now meters this as Copilot Credits (previously 'messages'). Generative answers and tool calls consume more than simple scripted replies. You can buy prepaid capacity packs or use pay-as-you-go through an Azure subscription.

Microsoft 365 Copilot users

Employees with a Microsoft 365 Copilot licence can use agents inside Microsoft 365 Copilot and Teams; Microsoft's terms define which agent usage is covered by that licence and which is billed separately. Check the current licensing guide when planning.

External channels

Agents on your website or WhatsApp for customers are billed by usage; WhatsApp messaging costs (Meta / Azure Communication Services) are separate.

Budget a pilot

  • Estimate users × questions per user per month.
  • Assume a higher rate per answer for generative answers and tool calls.
  • Start on pay-as-you-go to measure, then buy capacity.
